Effect; This makes the city a bit more dangerous, though not as much as in the center of the storm. One may be subject to stray lightning bolts, or random destruction caused by the storm itself. Meaning; Roleplay as though the city is dark and filled with lightning and heavy rain until the storm passes, which will be noted here. | |
