The historic Vessels which were made and used by the Lanterns as their Physical forms wherewhich they laid their very wills. During the destruction of their homeland, 'Dimensia', -- now restored as 'PanDimensia' -- the Scarecrows fled to alternate dimensions in order to preserve their race. Though their powers dwindled over time, they retained their ability to hop through dimensions, at the very least.
Habitation (Present)
As residents of PanDimensia and also as those who frequent other dimensions, they can thrive anywhere. However they draw strength from their very wills, and thus are strongest either in their homeland or when utilizing their 'Willflow'.
Purpose (Future)
They are those who maintain homeostasis between the dimensions and keep the interconnection of the different dimensions intact. Since they are Vessels of Will, they are capable of extending their authority through Willpower, and are capable of activating the Free Will of others through exposure to their own.

Scarecrows are ancient constructs given the purpose of harnessing Free Will. Though their current form is more general, upon inception, their original design was to be of pumpkin-headed constructs. Even though this was the intentional design and it followed through, there was a secondary design created for them in the form of cacti, known today as Cactees, and whose ancestors are the Devourists. The pumpkin-headed Scarecrows and the cactus Scarecrows were divided, and the cacti became Devourists, and afterward were banished to the Zero World. The Scarecrows of the current are commonly more generally diverse all around, though the mold for their design is typically kept the same.
