| Once the congregation dispersed from the streets of the city, many of the Dusk Citizens came to the Dusk Security Force headquarters as instructed in order to clear up any questions or concerns about the status of the city and what had been going on all this time. Some even had questions about who the new leading official would be. All too swiftly, there was a commotion between the populace that had suddenly showed up and filled the building, waiting to be serviced and still attempting to sort out their own confusion with their own limited knowledge of the situation. | |

| It didn't take very long for the commander to learn about the complaining crowd, being able to hear the uproar all the way in the depths of the building. Though this seemed to be a time of commotion and calamity, the signature cheshire grin of the commander Phantom would not fade from the face of her black and white mask. She would emerge before the crowd behind a protective desk that kept the work area of she and her team separate from the public area to ensure a certain level of order between the two layers. "Please, settle down, everyone," she began, her voice being projected throughout the building on the loud speakers via the bluetooth connection within her mask as a microphone, "All of this controversy can be resolved swiftly and efficiently if you simply calm down and allow me to explain how to express your concerns and submit your questions in a manner that will get them reviewed and resolved as quickly and skillfully as possible." Keeping her formal composure about herself, which would hopefully prove as an example to the rest of the masses on how to be calm and collected about the scenario, Chroma, the commander, would gaze over the people to see if they would follow directions to get their goals accomplished. If not, she would continue speaking to them. "Have a seat," she suggested politely, knowing that there were more than enough chairs in the large, slightly corporate building, "And we will assist you in a moment when everyone is calm and quiet." | |

| The crowd continued chattering on for a while in their restlessness until the voice over the loudspeaker sounded, wherein they would eventually come to quiet to have a listen, since the voice spoke over their own rather loudly and attracted the entire attention of the whole crowd. At that point, the Dusk Citizens would become attentive of the person wearing the mask, yet suspicious of her due to what they'd heard about the masked task force having run through the streets of the city previously. Many of the Dusk Citizens seemed impatient and frustrated, some so flustered because of how this was effecting their everyday life, they seemed like they could riot or storm out and dismiss the entire engagement to deal with things as they saw fit. Hopefully whatever the alleged head of this organization was going to say, it resolved it in a manner that fit the timeframe of what the citizens were willing to wait. Their patience seemed thin with all of the disorder and terror that had been going on since the rising crises in the city. The angry grumbles of the crowd settling down were blocked out by the voice on the loudspeaker, however, quieting even the ones that seemed would be the most disruptive, for the moment. | |

| "Now that I have your attention," Chroma continued calmly, waiting for the crowd to sit, "I'd like you to write down all of your questions and concerns on individual note cards that will be provided for you." Chroma waved her hand, calling for the Phantoms that should have already been at their stations to come and bring the necessary resources to the front. There would be a plethora of small index cards and boxes of short pencils for jotting down quick notes. "One question per note card. Do not write two or more questions on a single note card or your question may not be answered and your concern may be left unheard." Hopefully, as they continued to gather their bearings, they could follow these very simple instructions without overcomplicating anything in their frustration, thinking that they would get more accomplished by not doing exactly what was asked and instructed of them at the time.
"When you are done, we will collect and sort them out, since some of you may have the same questions, so we may answer as many of them as we can as immediately as possible, beginning with the one that has been tallied the most." The Phantoms would be instructed to pass out the Index Cards and Pencils as Chroma spoke, in order to hold everyone's attention actively before they became distracted or their attention spans waned in order to check a phone or something of the sort. She needed their undivided attention and complete cooperation. "There will be a place at the front for you to submit each and every complaint, as well as refills of index cards just in case you have more than one. Do not hesitate to take as many as you believe you will need." All across the front desk, there would be nothing but stacks upon stacks of supplies. "When you are done, please leave the premises so we can allow other people to come in and clear up space so that we do not create a hazardous environment. The numerous large screens all throughout the building, as well as the largest screen on the Clock Tower will host a broadcast of the Q&A session once each question is answered, which we will be going on for a designated period of time for the information of the masses." With the entire city able to see and hear the report, there should be none, or at least very few, that were out of the loop about what was going on in the Dusk. "Please let as many people as you can know about this as soon as possible upon exiting the premises. We appreciate your cooperation." Hopefully this would ease the citizens into order, as well as the rest of the city's events explained to them. | |

| Each of the Dusk Citizens received their forms of notation as the voice spoke to them and gave them clear and concise instructions. Even if there were some mistakes among the masses, the vast majority of them clearly understood what to do. Gathering as much of their frustration, worry, concern and sometimes impulsive thoughts as they could, they began to write down their questions and concerns about the controversy as well as anything else they thought would be effected on their individual index cards. What happened to the first Banshoukage that got elected?
What have all the emergency states been about?
Is the city safe?
What will happen to our homes?
What will happen to our businesses and jobs?
Are we under attack?
How do we elect a new public official?
Who is Shinritha Tensei?
What is the crime rate?
When will this crisis end?
Who are the masked men that attacked the city?
What is the DSF supposed to do?
Are the Phantoms the masked men that attacked the city?
Aren't our police force supposed to be handling these things and keeping us safe?
What can we do to make this move faster?
What does the leading political official do?
How do we decide who is the best for the position? When one of the Dusk Citizens was done, that one would go to the front, which was now clearly able to be seen by everyone since the crowd had been sitting down now and the floor was predominantly clear of any obstacle or obstruction. This made things immediately appear orderly, even if disorder was only moments ago, which made many people feel better without them knowing why. They knew what they had to do and where to go to get it done, so they did not feel like they had any issue after that, since there was no one else making any further issues. In blind, but good faith, one by one they turned in their index cards and left the building, going back to what they had to do in a relatively orderly, but somewhat discombobulated manner. What would come into the Phantom's HQ as calamity would exit in a nearly hypnotic obedience, falling right back in line with their lives as they should have. Their entire anticipation after that was for what the live broadcast all over the city would be. After a certain period of time, the building would be cleared of people, including the ones that would straggle in. Those that left would inform others in the city, especially those that may have still been in a fluster or panic that they know or were related to in some way. With everyone speaking to loved ones, friends and family, a larger portion of the city would be eased as well just by the ones who knew alerting them what was going on. | |

| Chroma kept the cheshire grin upon her mask's face all that time, making it seem like part of the mask's design. She seemed to be anticipating something, yet knew no one would know that her mask's face was not part of the design and actually was her own. "Give them something orderly and simple to do, and by default, they'll revert to their natural order before they deviate too far from it in a time of disorder," she said casually to her recruits, happily watching everything begin to fall into place as it may. "Useful when getting an alarming issue resolved immediately without bringing uncontrollable panic to the populace." Otherwise, that would cause the city to collapse from the inside out from sheer implosion of the people that served as the foundation for the city. Without them living there nor wanting to live there, there was no stable ground for it to remain as a useful structure, and was not serving its purpose as a city, and therefore would fall to ruin. "If they get out of hand... The entire city could fall apart. And we don't want that." Her whispers to her cohorts could barely be heard over the numerous miscellaneous sounds that were running rampant in the large area, letting the atmosphere all blend into its privacy as it may.
When it was clear that everyone who was coming had come and gone, leaving as many of their index cards to be sorted through as they may, Chroma would have the Phantoms collect and organize the cards. "I want all the same or similar questions separated, tallied and put into piles in order of greatest to least. The pile with the greatest number, I want to be addressed first." These were her instructions to be followed specifically for speed, which at all times, as a commander giving the executive order, Chroma thought about to make an entire process go more swiftly for everyone. "Contact me as soon as you're done," she'd say as she briskly walked out of the room, "I will handle setting up the broadcast, so simply focus on this and contact me only if something goes wrong." There wasn't much time before the people would remain docile. Whilst in this state of relative sedation, there was only a small window of time that they would keep to that before they became restless again, so a plan needed to already be in action with this in mind in keeping the order. Chroma disappeared as she should relatively swiftly, leaving the Phantoms to organize. | |

The Servicemen that were stationed to be part of the DSF as the Task Force would report to their stations after the shipment was received and each of them had been programmed and/or reprogrammed to do as they were commanded in the Dusk; namely, the Dusk Security Force Headquarters. | |
