The Mad Baby appears as a giant baby head with blonde hair and large insane eyes with a swirled pupil and no iris. He often had drool coming out of his mouth, as well as spider webs as he could spit them in order to trap his prey. Mad Baby also had eight spider-like legs coming out of his head, which had sharp edges to cut through foes. Mad Baby is able to read people's memories, by which he plays off of these memories by altering his own form to be whatever it is that the victim wishes to see from their memories. He can shoot webs from his mouth and legs, which can bind prey's bodies and their powers. The Mad Baby is also able to teleport at will.

So,  the grown up 'Fellio' was 'Nil, The Fallen Archangel', who served as  Tymon's Mastema with Khrona for Ty-chan. Nil had the power to bring  about Fellios in order to manage the Pandemic and its little Epidemics  and Biohazards for the Mass Production in Hell of the Waste Byproduct...  The Waste Processing Machine.
Otherwise known as, 'Steanmachine' Creators & Receptacles.

The  Fellio units were like Helels to Nil being like Lucifer unto them,  which commanded the original Epidemic that was also named Biohazard and  also Pandemic, unlike the lesser Epidemics that might become Pandemics  in the image of the Biohazard Pandemic Ruler over them.

The  'Steanmachines' activating sent out the mass-produced 'Steaners' --  known again as 'Small Boxes Of Fire Spewin' -- to clean up the SIN and  the Waste Byproduct that was created and which was already there, as  part of the Waste Management Maintenance. To create something designed  to clean both itself and everything in order to maintain the cleanliness  and improve itself and its own management through its own purgatory of  its purges cyclically, as Purgatories are.

There was an eternal  paradoxical purgatory that would burn inside of it until all SIN and  other WASTE BYPRODUCT and ARCHIVAL DATA or SCRAPS was TERMINATED. The Fallen Archangel, Nil, was producing much of the profit of the  Steanmachines, and the distribution will just end itself with its own  processes. So, it would end up killing itself because of its own design,  but still be useful as the service for keeping Sins off of the street  in Hell and being the HELL SYSTEM that cleans itself at its Maintenance  level. The Steaners and Steanmachines were shipped off to the Void Bo$$, Master  Chef, to deliver to the Boiler Room, Engineous, where he worked.

The 'Mad Baby' released into the Veritas to complete the 'Veritas Playthrough' was an amalgamation of the several beings that were ugly babies to the Veritas all as one entity -- the Mad Baby, itself. They were to be swept up by Mad Baby and all their mess or works as Mad Baby madly played the Alice Game under Baby Evil as one of the Baby Uglies that become the Destruglies down in the Babylon chambers at the basement of the Tower.
